Hartmut Hesse, Former Special Representative Of The Secretary-General For Maritime Security And Anti-Piracy Programs Maritime Safety Division, International Maritime Organisation (IMO)

 

Captain Hesse initially studied chemistry at Bonn University and later joined the German Merchant Navy.  In 1975 he obtained his Master's Certificate and came ashore, working in the Dangerous Goods Department of the same shipping company he sailed with.  He then moved to London as a Container Ship Operator and representative in a multinational consortium.

 

In 1991 he joined the IMO Secretariat initially as a Senior Technical Officer and subsequently as Head of the Cargoes and Facilitation Section, later the Navigation Section in the Maritime Safety Division and, following the addition of Maritime Security responsibilities in  2001, he was appointed Senior Deputy Director.

 

With Mr Sekimizu taking office as Secretary-General at the beginning of 2012, Capt. Hesse was appointed Special Representative of the Secretary-General for Maritime Security and Anti-Piracy Programmes.

 

In this function he recently retired and established his own consultancy company and, as the Managing Director of that company, he continues to provide, amongst others, consultancy services to the Organization relating to these programmes in an advisory capacity.
