Commander Parisis Kanoutos H.N. was born in Serres, Greece on July 5th 1967. He graduated the Naval Academy with the rank of Ensign in 1989. In addition to staff courses, he attended the Hellenic Joined War College. During his career he has been appointed as ASW and Operations Officer on HS MAKEDONIA, as Executive Officer on HS ELEFTHERIA and HS FORMION. He also served as Staff Officer of the Hellenic Naval Academy and the Frigate Command. From 2003 to 2004 he served as Commanding Officer of the Fast Patrol Boat HS ORMI. He served in NMIOTC as a Transformation section Head and instructor from 2007 to 2010 and he is currently the Director of Education and Training in the Center. He was appointed at the Greek Delegation in the NATO HQ in Brussels from 2010 till 2013, as a Military Advisor of the 

Ambassador. He speaks English and some French. Commander Parisis Kanoutos is married to Maria Daskalaki and they have two daughters, Irene and Apostolia- Angeliki.
